Republic Act No. 9646 — The Real Estate Service Act (RESA Law)

RA 9646, also known as the Real Estate Service Act of the Philippines, is the landmark legislation that regulates the practice of real estate service in the country. It establishes the Professional Regulatory Board of Real Estate Service under the Professional Regulation Commission (PRC) and defines the qualifications, licensure requirements, and scope of practice for real estate service practitioners including Real Estate Consultants, Appraisers, Brokers, and Salespersons.

This law is the foundation of title protection in the Philippines. It makes it unlawful for any person to practice or offer to practice real estate service without a valid Certificate of Registration and Professional Identification Card issued by the PRC.
